I don't believe we can have unsheathed cores within the metering cabinet, yes the regs allow such conductors if access can only be gained with a key or tool, but they also allow live terminals or even busbars under the same conditions. The spirit of the regulation was obviously intended to apply only to enclosures to which only electrically skilled persons have access. I don't know why there is not to the best of my knowledge a reg excluding meter boxes from this, as there is one that excludes the base of lighting columns.

how about terminating SWA to adapatable box adjacent to meter box, then drill hole through to box to get meter tails/ earth in and take to a 63A MCB in a small enclosure, thereby avoiding large switch.
