Evening,

I'm trying to clarify what a non-approved electrician can and can't do. For example, say an electrician was several years in and held all the correct qualifications etc he should be able to work safely on electrics to the current standards. However, if he's not approved then he can't sign off work? If that's the case then how are there any non-approved electricians at all??? How would he change a consumer unit for example?

Every industry has them! But how about the guys who do the correct work (and invoice correctly) - how does this get signed off?

 
Well if I understand it correctly, the only thing you need to be "approved" for is Part P.

So as long as you are competent and qualified, you can do anything that is not notifiable under Part P which includes just about all commercial and industrial work. Signing an EIC or MWC does not require you to be "approved" by anyone, just competent to do it.

And of course not all parts of the UK have part P.

 
Remember most domestic customers know nothing about Part Pee ,NICEIC,ELECNAPA, Regulations, notifying work and certification and if Building Control is not involved , its as you were, pre-Pee.

And as the above posts.

Officially if you are not registered with a Part Pee Assessment outfit, anyone can change a consumer unit,your cat could do it if he had thumbs, (get C/U from B&Q)but should then pay the Local Building Control to inspect the installation and the work carried out and pass it off ,if OK.

Charges are usually similar to the cost of enrolling with a Part Pee outfit.

None of this stuff applies to Scotland, to industrial and commercial work.

That is the crux of my question - anyone can do it but for those not approved then LABC are the ones who determine the competency of the worker , thanks you've answered my question..

Welcome to the forum, The answer to your question is all in Building regulations Approved Document P. which can be purchased or downloaded for free. An electrician who has several years experience and correct qualifications etc would be up to date and knowledgeable about the various changes to the laws and wiring regulations relating to electrical work, namely the current standards of BS7671:2008 amendment 1:2011 and building regulations Part P 2005. It is mostly those electricians who are not correctly qualified or up to date with current regulations or who have only just started training for the trade that have poor knowledge of these documents. Numerous website have information relating to the current laws and guidance relating to electrical work. Electrical Safety Council, various LABC websites and the Planning portal to name a few.

The LABC verify if work has been undertaken in accordance with building regulations, that includes structural works, fire prevention, thermal insulation, glazing, plumbing drainage and electrical etc.. they do not specifically determine to competence of any the workers.
