Hi my boiler on peak immersion not working when turn on both wire become live.

What are you talking about? It’s an immersion, that’s what he said and that’s what the electrician colleagues have responded too, so why all the gas safe talk? 
can I ask are you new to gas/plumbing only I’ve never understood why you fish out all the heating questions from years gone by so to speak and answer with such irrelevance on many occasions? It comes across that you’ve not long been qualified and can’t wait to share your new found knowledge? 
 

I will not say you don’t have an understanding of systems but it would be good to share it at the appropriate time. :C
