Which you need an CPC to do?

as with all the examples Mike, look at my post #7,

leak to earth through the fabric of the building, you dont actually have to have a CPC to have an earth, eg. metal back box sunk in a brick wall.

I recon the problem was something plugged in, that's power supply was putting out a DC leakage and was stopping the RCD tripping. Doesn't happen on RCBO's. That's why the RCD should be tested, not the circuit.
