I completely fail to see what installing an RCD on a circuit with no cpc and no metal accessories will do to improve safety. 

RCDs also provide some protection against fire, they are not only used for shock risk, so safety would be improved

Hanging a picture above a light switch? 

I have always said "safe zones" are badly thought out. If you are going to hang a picture above a switch or a socket, you will get the tape measure out and get it mm perfect on the centreline of the switch so it looks right. Funny the plaster is a bit soft here............... bad day explode
