Just moved into a house which has downlights everywhere. We are gradually swapping over to LED but have encountered one type of fitting which has everyone stumped as to how to remove the bulb, including an electrician friend! Having given up trying to twist/turn the bulb and its surround, we eventually took the whole thing out of the ceiling to have a closer look. I've attached photos, you can see two small grooves which implies some kind of tool is needed. But without that, the bulb is stuck (we broke the glass in our efforts as you can see) Cannot see this design anywhere on the internet. Beginning to wonder if we will have to replace every unit!

Try some kitchen scissors in the slots on the edge

OK - so worth trying to get inside them.

Are they all in the same room? Can you open any of them?
Most are in the hallway upstairs and various other rooms too. Re your second question, the one in the images has now been opened by a handyman using a wrench. Next job is to see if the rest can be opened with the same method without having to remove them from the ceiling!

If they have halogen lamps in try turning them on for 5 mins before trying to open them. But wear gloves as they will be very hot but it may loosen them off a little.

I don't know what the diameter of the fitting is but one of these opens up to about 60mm and may do the job
