Nothing but at the present time we do not know what supply is, it sounds like its a bad pme but as you know pme can not be used for temporary supplies.Batty
yes, but you made it sound like it must be TT'd even though there is no definate answer of what supply is

 
If you read post 7 it says you have earth cable coming out of neutral block so this cannot be tns.
i was referring to your post 6, which states temporary must be TT

On temporary installs you should only have live and neutral earth should be TT ie rod in the ground and should all be RCD protected.
 
erm.... back reading here, if O/P is getting 12V N-E, then his earth ain`t connected to the neutral; eliminating the possibility of DIY PME.

More input needed, I believe. Think we`re all trying to find the clouds in a fogbank!
