VO units…are they a thing again?

The latest NICEIC magazine has a feature on VO units. Have the laws of Physics changed, or am I missing something?
I thought the general consensus was they were ?

There seems to be a bit of a resurgance recently in connection with the higher grid voltages that the PV installations are apparently creating, some will no doubt be taken in with others will treat them with the contempt they deserve

Some solar installers used to upsell VO units on the grounds it made your solar more efficient.
