It is acceptable to bond "outside" the property.

Many new installations have an outside meter with the supply gas pipe entering the building under the floor or within an enclosed feature.

I have bonded the gas 1.5 meters from in comming, simply because the gas pipe was buried for such a length!.

You do not have to be padantic, just give reasonable advise.

if you bond outside the property then you are by default extending the equipotential zone to outside!!!!!!
But then you could argue that pipe is doing that anyway hence it introduces an earth potential into the property, hence the need to bond?????

Personally I wouldn't bond outdoors except in meter box, because otherwise its just to prone to corrosion or mechanical damage. Only reason for using meter box is accessibility once floor boards are down / compliance with 600mm recommendation, otherwise I make use of reasonably practicable and note on certs - you have to have a bit of common sense about these things.
