What I mean is that foreign suppliers who ship direct won’t be complying with any legislation or paying any taxes either

Just saying, Below is an invoice from Ali-express. It clearly shows how much VAT I had to pay. Yes they didn't used to charge VAT, but they have been doing so for a few years now.
You would pay import taxes if being shipped from abroad. Bigger issue is offshoring profits, as we have discussed before.
