How many panels are there? If there is an odd number then by the looks of the strings one isn't connected as the string voltages wouldn't be the same. Could do with checking the inverter for its readout of string voltages.

Sipgate make an app for iOS that can be setup to take calls over wifi but direct them to voiemail if not. It can be set to just take the calls over 3G but again it might eat up any data plan your on.

If you mean that the PIR you are referring to allows you to incorporate a retractive switch, that would seem like a manual override to the presence detector part and just switch the load on for how ever long the timer is set for. I've seen one like it before but have never used one.
