On burglar alarm panels do you put links in the zones you are not using like you do with the zones on a fire alarm panel Im not a burglar alarm man?

 
A very brief read of the manual will answer these sort of simple questions.

It depends on make and model of panel, be that intruder or fire as to what you do with the unused zones / circuits.

1) Most of the very basic burglar alarm panels, do require a short piece of wire be connected to said terminals to enable the panel to function properly.

2) There are also some burglar alarm panels that are programmable, in that the circuit has a variety of options, one of these (Dependant on make of panel) Is called "spare" in this case, the unused circuits are programmed as spare.

3) There are some panels that can have radio devices added and you only add on (Learn) what you want, so it does not "worry" about having less devices than it has the ability to learn.

4) There are also some panels that must have an "end of line device" (Again depends on make  / model of panel as to what the device is.) fitted in order to ensure the panel works as it should.

3 & 4  Applies to most fire alarm panels as well as some burglar alarm panels.

A thing to note: Most fire alarms, the devices are wired in parallel, Most burglar alarms, the devices are wired in series.

Yes link out any unused zones individually the panel should have links in it if it's new. If it was a fire panel, the chances are you'd be linking out unused zones with resistors or capacitors depending on the age of the panel of course.
