Circuit breakers off, but domestic electric meter showing slight usage?

Hi folks. I have a fairly old electric meter, with a spinning wheel and mechanical digits. When I turn my big red circuit breakers off in my flat, the meter wheel is still spinning, but very slowly indeed. It takes you a minute to detect any movement. Is this normal? Perhaps there is always some current just to power the meter etc? Or should I get my electricity supplier to take a look. Thanks!
 
Thank you Boris. Could it be that the smoke detectors and CO2 detectors by-pass the circuit break box? But I don't think this could be right?
 
If it’s a flat in a converted building, it maybe powering communal area lighting or something of that nature.
I’ve seen this before in converted properties.

Definitely needs investigation and recommend new meter as @binky suggests
