Robin,Fair point, but, are you honestly going to suggest in writing that you clients do not implement statue law?!...
No the client writes the letter to us the contractor to say they dont want rcd protected sockets and that they have the required procedures in place to reduce the likelihood of harm coming to there employees through the misuse or lack of maintenance of electrical equipment that will be supplied form those socket outlets etc...

 
I think it all boils down to whether you are doing the work IE the install or a PIR. on a PIR you will put no RCD protection as does not comply with a previous edition so client will have no reason to upgrade unless you think an RCD is really a necessity. But if you are doing a new install and want to comply with the current regulations I personally would install them to be on the safe side. I don't care about H&S and other things I like to sleep at night knowing I have made installation as safe as I can possibly make it.

Well thats where communication skills come in. If you feel they havent got a clue, then RCD all the way.

And yes I agree, I cant see many facilities or H&S managers writing that letter and later taking the blame after an incident. I think it would have to come from Director level.

However, at least electricians have some printed guidance that you can show clients if they are being awkward with regards to the RCD protection.

 
More safe than a 30 amp rewireable with no RCD protection. I know RCD'S are not the total answer and should not be used as a total safeguard but they do make installations safer i think.

 
I would only fit RCD's to circuits like the cleaners sockets, and staff kitchen possibly just in case visitors decide to use the kitchen/staff room. Other than that I would not fit them unless in my opinion there is likely to be an risk of neglet or misuse. That in itself would be hard to judge.
