DB in loft space no ladder

Just been out on an emergency call to a burger joint the DB was located in a loft space above the kitchen, no in built ladder had to get in via a set of steps. space is boarded out but it just feels really wrong to me that it isnt easily availiable for access. Would anyone else have an issue with this or am i being too pedantic?

 
Boilers in loft spaces have to have fixed lighting, flooring and handrails to stop the numpties falling through the ceiling when servicing. The loft hatch should also have a handrail. I have never seen all of this though, has anyone ?

Back to the OP. A DB in a loft is not ideal but many dis boards can only be reached off a step ladder ? As this is a business premises there should be an emergency light up there

Slipshod is that gas regs? If so that would explain a lot of weird jobs I've been getting lately.
 
If it was a boiler i believe that would be illegal.....
I see loads of boilers in lofts, very popular idea up here (along with hot water tanks)

Most have a thin strip of floor boards to get to them, no handrails, no fixed loft ladder, and usually some poor lighting. Never ever seen a handrail anywhere.

 
Iv had to install quite a few lighting circuits for customers who have had new central heating installed as it is a reg now for the gas that they have lighting and handrails etc etc. I should have been a plumber all those years ago as they only have to cert boilers and they have a comfortable place now to install boilers. I think next year they are pushing through for a sofa and drink making facilities.

Back to the OP I agree it's not ideal and it would be good to have EM lights and if it's in a void and they have a fire alarm then there should be a sensor in that space. Most fast food places are barely legal on the electric front in my experience
