probably correct. the BBC article does say action has been taken against some online vendors.

at the end of the day, the ideas of borders are really a thing of the past, anybody can pretty much source anything around the world with little or no come back.

those in power don't care, it's all part of 'reducing red tape' and anything else that hinders making profits. But it's fair to say Ebay and Amazon are full of poorly made gear, and it's rather hard to stop that in the global market place we live in these days.
 
I always hate articles like this, yes there there are genuine issues but the articles always seem to be quite wide of the mark.

AFAIK its perfectly acceptable for wall wart style adapaters to contain internal fusing, rather than a replaceable fuse on the contact face of the plug part.

There is also a a general inability for press and public to differentiate between a charger and the power supply that feeds it. A badly disigned Li-ion charger can quite easily cause the pack to fail in a dangerous manner, but the 'charger' will most likely be part of the equipment itself whether that be a telephone, tablet, laptop or scooter. And yes, faulty power supplies are not great and might catch fire or shock you, but they shouldn't be able to explode the li-on pack.

The exception is equipment with removable packs, such as tools, the chargers usually actually are chargers in this case (although some of the protection circuit might actually be in the packs themselves)

Same with EVSE units, not a charger, thats in your car, its just a contactor controlled supply with an expensive connector and a bit of monitoring and control logic (and supprisingly shoddy smart/internet connectivity functions)
