I would like to purchase a few tickets but I see the rules exclude non-UK residents, what is the reason for this?

I own a property in the UK and have a UK passport somewhere (possibly out of date), would I scrape in as being compliant or not?

As long as the prize can be sent to a UK address I have no problem.
