Heating options

I'm after some ideas on electric heating options, suitable for heating a 10m square room, with no external walls. Storage heaters aren't an option, need something permanent with enough power to heat the room comfortably.

I was thinking along the lines of a 1.5kw panel heater with intergrated timer. Do you guys have any other ideas. Also with 4 x 1.5kw heaters going into a flat would it be suitable to wire as its own 32amp ring. As a lot of installations with heaters I've seen use a 16amp mcb per heater.

Why not use underfloor heating bud?

cost really, the owner wants the flats to be basic, and low cost.

2x 16A radials may be a better option
