'ish' with any law or set of rgeulations there are grey areas. I had a read of dodgy tennant stuff last night, 2 minths seems to be the legal fast track route. However, as you can demonstrate the tennant keeps firking wth everything including the gas, then I think you could have grounds for eviction as a danger to others and herself which may allow you to by-pass the 2 months bit. You need to take serious legal advice and get some second opinions.
As for the other comments on here, you really should ot have a shared set-up between the 2 flats. You do need to sort that out. That could mean the upstairs goes all electric.
