I know what you are saying, but I still think that if you put them in wellies it wouldn't be an issue,
if they were wearing rubber shoes, their body resistance would be much higher, so whilst voltage may be the same, the current that can flow would be much less

 
Yes mate ^ it is a valid point.

However, the step potential is a well documented phenomenon and one of the reasons for agri locations to be "special".

Lets take my 50mA, and your 2m (ish) with 230V to earth if that was dissipated across the 2m then we would need a surface resistance of 4k6 ohms, pretty low perhaps?

Think of an earth rod potential through the local transformer earth rod completing the earth fault loop impedance path?

However, the current flowing in the event of an earth fault could be many magnitudes greater than this...

The instance you mention is in America where a 220V cable was removed. Interesting factor in all this is the racing industries admittal that the training and breeding have led to weak hearts in race horses, I would expect the racing world will be aware of this and maybe send in the electrical squad before a race meeting.

but for those who have access to it it make interesting reading...

anyway a bottom line summary...

they do a worked example of an earth rod fault where the rod rises to 184v

from there illustration at the following radial distances around the rod you can get these voltages..

0.5m - 68.6v

1.0m - 50.1v

2.0m - 32.9v

3.0m - 24.3v

`Pache - in answer to the earlier question - the resistance measurement would be between the horse`s front hoof & rear hoof (on the same side, i`d say). A "simple" multimeter (NOT megger) would give you the appropriate reading ;)

How is a supposedly defunct cable, owned by the DNO, still energised.

What damage was caused during the recent drainage works?

Who is gonna get their botty sued off?

Good link Bacon!

I think it was a very lucky escape for the people walking on this ground! We can see how it would affect a 4 legged animal over a 2 legged human, but still it could have easily taken someone life in the right or wrong situation.
