As you may have gleaned from the responses so far, there is no magic solution. Don't forget, marketing is often very geographic - what works in one area might not in another. The best advice I can offer is try the various (affordable) local advertising and measure your results. I advertised for 6 months in a local free paper with no real work as a result. I then swapped the identical advert to a rival paper with a slightly different area and circulation and had instant results (though expect smaller jobs).
There are some very impressive Web site templates that are free (Templatemonoster do some stunning web sites, though they cost and may be a little over the top for your needs) - search for other threads on here.
But a web site is pretty useless if it doesn't appear on page 1 of google results. Consider registering the domain "electrician in YOURTOWN" and linking this to your primary domain. Go to Google local (I thinK) and register the web site - that way if anyonoe searched for a spark in a set distance from their home, you'll appear on the local map.
If you go down the flyer route, it's not much fun walking the streets in the cold and rain and being only able to post 200 a day. I paid
