I have a customer who said they kept getting shocks of the metal screws coming through the upstairs light switches....All metal back boxes were earthed OK...

just a good static discharge point after they walked up the stairs!

I think your customer is probably getting other shocks elsewhere..

but may seem greater at the outside tap because grabbing hold of it to tun on/off making more of a good electrical contact with body.
well she did say that her hand were wet at the time

 
you would think this voltage (4v) was present at other points along the system ...sink...bath etc ?:| Guiness Drink
The 4v is NOT a true reading..

with ONLY 1 meter lead connected...

I put one of my test leads on the supply pipe and I get a reading of 4v
you will get spurious figures, sometimes an "apparent" 50v+ depending upon the meter.

 
sounds like a good idea ..no not you TB.. the immersion..

and get your wanda lead out ...find a GOOD earth and measure the tap ..

could do a full insulation test .... just for piece of mind ..

I have found faulty immersion heaters must be 1,000,000 times now, ,elements exposed in the water ,resistance of the water prevents the fuse from blowing ( especially rewireable) , shocks from metal sink tops and taps etc.

Thats why I always put my immersions on the RCD side,.

Have they exported the tncs earth to the outbuilding or is it TT'd?

May I suggest you check the immersion heater. Disconnect and megger it to earth.Just a thought.

had a similar problem with a customer who got a tingle every time he got in the bath...the element was breaking down and the problem only appeared when the stat switched it on and it started heating again after he filled the bath. it wasn't enough of a fault to blow the fuse but enough to make him jump.

The only time she gets a shock is when she touches the outside tap with wet hands

not too sure did not have a look at the outbuilding installation

 
There should be a bit of plastic pipe between tap and inner copper pipe if it is TNCS.Batty

In the old days dno used to check before connecting supply to new houses as you do not want to transfer a fault outside equipotential zone but these days they don't seem to care.

if it is TNCS, is the house at the end of a long run of buildings? sometimes the voltage can be above 0v on the PEN in these cases which would cause a small voltage to develop on your services.

the bungalow is next to a farm house about 3 minutes down a dirt track
