If you want two really cheap fixes...The only time she gets a shock is when she touches the outside tap with wet hands
Plastic outside taps are available............If you want two really cheap fixes...1. Hook on wall, hang a towel on it.
2. Insulating tape over the tap handle.
Otherwise, as has been noted a few times, you will have to insert an insulating section into the supply pipe.

My father had one until he whacked it with his ladder. After much cursing, and rushing around trying to find the stopcock, he replaced it with the original brass one. Much to the amusement of Mother and I. :^OPlastic outside taps are available............

Did the DNO tncs it or is it a 'diy' job? If it was DNO, may be worth getting them out to check it. If it was DIY then think about TT'ing it instead.no tncs
