Have you checked connections at all sockets? you may have neutral earth reversed somewhere sending current down the cpc when appliance plugged in! If its a tn-c-s may have functioned like that before the rcd was fitted.Also if its one ring for the whole house end to end readings of 0.21 ohms on line and neutral seem very low unless its a very small house
