Strange board

Found this whilst carrying out a domestic PIR today. Poor quality installation with 38 recommendations. This pic is of a consumer unit in some outbuildings that have been converted to a 2 bedroom flat. I gave this a code 1 for other reasons but also noted it as a 3 because i just cant work out whats going on

argh thats the electrics brian installed last year for his certain type plants that are worth loads of money :^O

No, there was an insulating bit of something the guy found in the bin there. I think the two bits of busbar were off cuts he had which had been linked together with the loop of red 2.5 that can be seen in the pic.
