The regulation was "reasonably be expected to be used to supply portable equipment outdoors". Anything on the 1st floor and up, no RCD required, anything not by a door, arguably not reasonably expected to be used to supply equipment outdoors. If there are outdoor sockets fitted then no sockets inside would reasonably be expected to be used for outdoor equipment.
