I would still be inclined to give the caravan park a C1 just to make the owners do somehting pronto!

Disagree, C2.

It is NOT immediately dangerous, it is a latent defect (fault 1) that requires a second fault (fault 2) in the way of overcurrent, short circuit, or earth fault, to become dangerous.

There are VERY, VERY few genuine C1 faults.

C2.

Latent defect, (fault 1) is the connecting of the PME network to the caravan in breach of ESQCR (breach of statute law is not a code under BS7671 specifically), second fault would be the potential difference between the PME CNE conductor & true earth.

Thus C2, not C1.
It is late, but surely there would always be a step voltage potential, as a direct result of fault 1, due to the distance from the TX (and from the last rod in the PME system (if it is PME and not TNCS)). Admittedly the danger would be greater if there was a fault current or loss of PEN conductor but there would still be a danger of electric shock. Danger is defined in Part 2 as the "risk of injury..", which sounds a bit subjective.

Interesting that 708.411.4 precludes the use of PME, but not TNCS.

 
I've done quite a bit of camping and caravanning over the years and most sites tend to have a box like the one I've pictured, it usually has an RCD and MCB inside and an earth cable going to a rod driven into the floor below the box.

The inner tube is supposed to hold the broken door on the meter box, but the broken door was instead just leaning against it.

Of course there's a fuse, one in each plug and probably another one in the 2 way adaptors.

Nobody commented on what looks lie T&E burried direct in the ground.
