depends on how the supply is split. if there are 2 meters (proper meters, with mpan's) connected to one fuse, then its DNO / meter co's problem, and they will not have their supply disconnected if the other doesnt pay. if there is 1 meter with an mpan and 1 or 2 private meters, then one of them will be getting the full bill and chargig the other for their share

 
I have to disagree. It is not a DNO issue. They will still only provide one single head. It is after the head where it needs to be split and this is down to the end user. Not the DNO.
If the property had just been converted and this was a problem that had been highlighted when the meter guys came to fit the 2 new meters in place of the single existing one I would agree. However, the work has already been done incorrectly by the DNO so it is a bit late for them to start complaining about it now.

It's not like it's a job the end user should have done anyway, and it is not up to anyone else to check the arrangement of meters and cutouts other than the DNO so there is no responsibility to be shouldered by the tenants, or property owner here.... IMO.

The op has a legitimate concern that if one flat does not pay their bill then both flats may well be cut off.
There would be legal issues here as suppliers cannot just disconnect a supply to an entire building if 1 tenant does not pay their bill. They could remove the tails and meter anyway, not really any different to removal of supply under normal circumstances.

 
Reading between the lines the DNO have not insisted on it but rather mentioned it would be a better way to do it. Which I agree with.

I still think it has nothing to do with the SNO.
