Neo liberalism at work. Businesses are global, and will take advantage of any grants avaiable. They have no loyalty to any one country. One of the things we are not good at in the UK is expanding new tech companies, we simply don't have business friendly policies, so lots bugger off to the USA, the yanks are also good at asset stripping small companies, but it takes the tech, shift production to USA and shut it down.
