    You could point out to him that when the lamp fails, he will need to change it. Because he will probably be standing in front of the PIR at the time and blocking the natural light, the circuit will go live, the new lamp will light as soon as the pins make contact and he will burn his fingers...

    Why don't you ask the landlord to turn his lights on and off again during the day, as a test, to see if your RCD trips then. It might bolster (or disprove) your case.

    Whip the neutral tail out of the RCD neutral busbar, knock of all the MCB's and try again. If it reacts as is should, you're looking at the wrong circuit.

    Now I'm really feeling old. :( I went to both the Weeley Pop Festival in 1971 and the Lincoln Pop Festival in 1972. Maggie Bells' performance at Lincoln was absolutely incredible considering her boyfriend had been electrocuted on stage about three weeks earlier. One of my fondest memories. :x

    Keep in mind, you would only do this on an existing installation (PIR etc.) to save disconnecting everything. On a new install, you should do the full set of IR tests (L-E, L-N, N-E) before connecting anything.
