You could always get round the up/down issue by mounting the switches sideways. But then you'd have to worry about whether all to the left should be on or off, and whether it matters then that all to the right would be the opposite state for an odd number of switches..... 
I guess you could always preserve your sanity by installing a relay control and using momentary action toggles or push buttons at each switch location.
