I haven't voted in the poll because in my view it could be either Code 1 or Code 2.
unless the light has bare live cables etc, the worst code you can give is 4, since its not installed to prevent stroboscopic effects. as already mentioned, the result of this is not an electrical issue (so cannot be coded 1 or 2), its a elf n safety issue

 
Why does it seem everyone is afraid of a code 3?

Ideal for this if you must code IMHO.

Can you prove beyond reasonable doubt that there is a stroboscopic affect NOW?

IF you can then go ahead & code it.

Otherwise you should not code it just in case.

Take a "wild" example.

You do a PIR on a rental house, all OK, BS1363 sockets all round the large rooms.

You issue "acceptable" PIR ready for new tenant.

Next day new Tennant moves in, 1st job, change all the 1363's out and put in 32A commando's in ready to plug in their "growing" gear.

Your fault?

Should you have coded this just in case? I think not.

You cannot code just in case.

Unless you can prove that the stroboscopic affect is actually occurring you can';t code it more than a 3.

Unless you are prepared to defend your decision in court.

HOWEVER, IMHO you MUST mention the situation even if you don't code it.

 
Is there a danger of us becoming "The Electric Policemen " with this one ? To take it to the sublime, all lighting, everywhere, must be changed to HF just in case someone installs a rotating machine that may or may not , when turning at a certain speed, appear to be stationary . Is it not the responsibility of the owners/management/operators of the workshop to ensure safe working conditions under H&S .

I did some work once, at an ex foundry ,now a cardboard making plant owned by people whose first language was not English .

They had installed new plant , one section had a walkway on top for the operators to access the rollers. Trouble was they were now very close to the original 3 phase, bare downshop pick up conductors that once fed an overhead crane , these were still live.

I took it upon myself to warn them of the danger, to be told to mind my own business .
