Cards in jobs

I’ve been having a scan at the cards in jobs just to see what’s on offer and the rates seem low to me. What’s everyone else’s thoughts? I’m CIS myself. Last time I was cards in was nearly 5 years ago and I was on around £17 back then with a van but the rates don’t seem to have gone up much. I don’t get it.

They can obviously get people at that rate, so rate doesn't go up.
