So let’s induce some good old fashioned common sense then

C3 for a mains powered smoke alarm out of date then

no estate agent gets a let property inspected to the fire regs ....

I would mention the issue to them, but I certainly wouldn't have it as a coded observation in a BS7671 report. The only possible argument for it being within the remit of BS7671 is the listing of other relevant standards (e.g. BS 5839-1 / BS 5839-6) but this is tenuous.

This does not mean that I do not advise them to do something about it.

So why do we deal with lighting differently? 

We would comment on a damaged light, even though it is a current using "appliance" where as we can't comment on a cooker or a fridge or something even if it's hard wired in IYKWIM.
