Why does the downstairs tenant have access to the upstairs fuseboard?
No, the fuseboard is in a cupboard under the stairs which only the ground floor flat has access to.......me thinks I need to get it moved to the communal hallway - but it has worked fine for 15 years, they just split the bills 50/50.

If your flats are both inspected the upstairs one would get a big fat fail from me as they can't access their fuseboard. 

Me me thinks you should get it moved, good tenants or bad!

 
All I can add is serve notice to terminate the tenancy at the earliest date legally possible. and hope the flat is not trashed before they go.

given deliberate vandalisation of gas appliance that possibly affects the safety of others, you may have grounds to just kick her out???
Yep - thought about that - but I think the quickest and simplest way is going to be the two month route......oh god.......can I last that long....
