Watching the news this morning the LFB need to make £11m in cuts. perhaps this is part of reducing the overall cost of firefighting in London

The LFB were simply in control of the statistics and demanded a solution the technicalities of the solution fell at the feet of the Jpel64, IET, ESF and the manufacturers who are all in it up to their necks.

This is a crap decision and we all know it.

How about VDE enclosures?

 
The FAULT would still have been the same, the neutral bar would still have spark eroded itself to oblivion. But with no earth to the box, there's a chance it could have become live and given you a shock.
There was no earth there because it was plastic, if it was metal it would have probably had an earth to it. This is the sort of ridiculous non-logic the LFB use to give us stupid pointless amendments.

Why did the N link overheat? Had is missed the cage clamp completely?, just not tight enough? or a carp design of clamp?

It annoys me the LFB think the "solution" is put it all in a metal box, rather than take a long hard look at the standards of the equipment on the market and strive to improve the termination methods.
How do we know the LFB did not say that standards need to be improved? It is the IET that write the ammendments and the buck stops with them. Where they have chosen to take the information from in order to make the 3rd amendment is down to them. From the reports I have read all the LFB done was produce a report detailing what the issues are. No corrective action was recommended by the LFB.
