You can have a milkman without notifying anyone, so long as you don't have a cow. You don't need a milkman nor a cow to have milk. A home-owner may sweep his or her own chimney, but no one else's for reward. It is recommended not to burn coal at the same time as sweeping said chimney, but there is no regulation specifically prohibiting it.
