Some of us burn coal and still do have a coal merchant and a chimney sweep!

I am glad that point has been cleared up. we do not want our younger members making incorrect interpretations due to partial information. Thank you Apache. Would a DIY'er be able to use a coal merchant if he notified first, or is it only applicable to milkmen?

You can have a milkman without notifying anyone, so long as you don't have a cow. You don't need a milkman nor a cow to have milk. It must be stored according to the instructions (or kept in the cow for longer periods).

If you have a coal merchant you must have a chimney sweep assuming you purchase coal from said merchant AND assuming you actually combust it. A home-owner may sweep his or her own chimney, but no one else's for reward. It is recommended not to burn coal at the same time as sweeping said chimney, but there is no regulation specifically prohibiting it.
