So does that mean all CUs need a lockable lid OR only if the CU contains moody blanks?
that’s just nonsense what  they’ve written in the best practice guide.

 Missing blanks = C2

 nothing else is appropriate

 what is a moody blank? Is that one with a sad face emoji on it?

to be frank I wouldn't give it a C3, just make  a note on cert. that the board isn't metal.  I've never seen a  fire in an understairs cupboard or heard of one, and as you are in there testing, then part of the remit is to check the tightness of all connections, so if they are all good, there is a very trivial chance of a fire.

Imagine this scenario :-  

Theres an emergency..say a fire ..Trumpton  are rolling  out their  hoses  ....need to switch off electrics .....Don't panic ! don't panic!! ....the board is locked and the key  has disappeared .    

The only locked boards I remember were in a mental hospital  .  

 
I think the "without a lockable lid" bit, refers to the cover you have to remove to connect cables & access live parts..

Not the little flappy lid that covers access the user-operable MCB's / RCD's etc..

e.g. 

We must have all seen fuse boxes with covers that may be on..

but have missing / broken fixings screws for the lid/cover...

So anyone could pull it off!

Basically you must need a tool to get inside the unit...

If lid is not secure.. or blanks are missing..

then fingers / hands can get inside.

Which is why they suggest a C2...

No cover at all  C1

Cover that can be removed without tool C2

A main switch (& MCBs /RCD's / RCBO's)  Must be accessible for use by ordinary people.

you should use a copy with a Brown cover on that floor..

That one is more suited for use with a blue carpet...

I know these things because my daughters continually remind me of my poor fashion sense...

and lack of colour co-ordination in my choice of clothes...

whenever I have to go out with them in a public place !!
