Economy 7 part of hot water cylinder not working

The split CU looks to be left hand side for off peak, and right hand side for normal circuits.

Typical of what we find a lot, not a single label to tell you what circuit is what.

you appear to have 3 off peak circuits so you must have 2 storage heaters and the off peak immersion heater.

The mechanical time clock is not like the dial on an electricity meter, don't expect to be able to see it moving. It will rotate once in 24 hours. The little pointer should point to the current time, so have a look, then come back in an hour and see if it has moved.

If the time clock isn't going round, or if it's reading the wrong time, contact your electricity supplier. It's their property and they must maintain it when it fails.

Still do the storage heater test just to confirm the other off peak things are also not working.

But it looks like subject to confirmation, you have found the fault.
