No cpc at lights

I've been in houses after tenants have left and they have taken there light fittings and switches with them.

 
Yes, I'm afraid they do. I've put labels on the consumer unit to let the next electrician working on the lights know that there is no cpc.

 
If tenants are taking away switches and lights I would assume they will loose there deposit. I would think the landlord would need to ensure the property is safe before a new tenant moves in. A visual inspection by an electrical contractor would be needed. Any thing found would need to be put right after all the landlord has a duty of care. Renting is a too way thing after all.
