Storage heater works once year

Hi, I'm having a strange problem with my storage heater. There are two switches on the wall for it. One, which is for instant fan heat blown from the bottom, works fine. The other, which is to charge up the heater, isn't working. However, the strange part is this. It has worked one night a year for the past two years. (not sure if it was the same night) but then that's it, it goes back to not working! Has anyone any clue as to what may be the problem. Thanks.

Is this the only storage heater?

If you have others do they work ok?

Have you tested to check a supply is present at night?
