Cert issued to one of my customers by a builders sparks

When I say my customer he is a facilities manager at a company I do work for.

He had some work (cu change & a loft conversion en-suit lighting/fan + sockets in the loft conversion bedroom) done back in April 2015 took for ever to get a cert apparently.

Now he is wanting to sell & the buyers solicitor wants part P notification documents for electrical work undertaken & only having the EIC doesn't cut it.

He approaches building control to request the part P doc he should have as he was told it was registered & shows them the cert to see follow the registration number of the sparks. 

"errrm can find no such company on any scheme"

Ok will the cert not enable the council to register the work under part P?

" we will not accept the cert as we can not confirm the individual or company are registered or even competent to undertake the works" 

Hence I get a call from him can I undertake an EICR as BC will accept this, but only from a registered company.

Anyway without further ado here is the other fellas cert..........How long would you think this took.

(I've left his details on it as I can find no trace of such a company & the address is ...... well ....you'll have to visit every property numbered 3 in Swindon area)

If by any chance you recognise the cert Mr Taylor & you are in fact registered with a scam scheme can you please let the home owner have the correct part P documentation!

Forgot to say the supplier earth is (was) 4mm².............it is now 16mm².

 
So does this BC accept an eicr from a registered company as proof that the works comply with building regs, and will issue a building regs compliance cert? Seems very accommodating.

So this was the "builders spark"...

I presume customer paid builder.....

Can you not access the electrician via the builder....

Or has the builder vanished into the ether as well???

I would say REPORT him, ahh but wait to whom shall we report him? 

Cant be a scam as he's not using a logo without consent? 

The labc, no they want an eicr from a registered company? 

Trading standards, no he has not done any dangerous work, incorrect filling of a cert doesn't mean the work is dangerous! 

The dclg, no they only oversee scams registers, 

so to to whom shall we report him? 

Anyone got a number for the part p police?

There are so many things wrong with that certificate, it is probably the worst one I have seen.
