Delta High leg?

Hi, 

At work today I was in a 3ph+N panel which is fed from a 250kva transformer. I was getting 210V Between All Phases, 110V from R & S > N, 185V from T > N.

Is this some form of delta high leg system? the equipment and transformer originally were designed and built outside the UK.

Star connected gives:

Ph→N120V

Ph→Ph 208V

High leg gives:

B→N 120V

N→C 120V

A→B 240V

B→C 240V

C→A 240V

A→N 208V (NFPA-NEC precludes the use of A→N)
