Was this from a random Google result or is it listed on the gov.uk site somewhere? If you follow the planning portal to the correct place you get the 2013 version, which means to me that the 2015 version is not yet in force.

Yeah, I've just been through it all and no mention of consumer units at all. The wording is completely different, does seem that it is not a minor change between these versions.searching 'consumer' on previous versions comes up with nothing
