Electric underfloor heating solution?

Electric underfloor heating mat has failed on insulation resistance (Line/Neutral to Earth) - pretty much 0.00 M Ohms.
The mat is layed underneath tiling in a bathroom.

Has anyone had any success in rectifying something like this without ripping up the tiles etc?
Ideal solution would be to remove it completely and put a hydronic system - but that's clearly costly.

There are specialist guys around who can locate and fix electric underfloor heating mats - but this to be 100% good the customer needs to have spare flooring
